Summary:
Mr. Chatfield is an information systems professional with a broad management and technical
background. He has been active in all aspects of Information Technology and has participated in
SGML/XML projects in the military, automotive, telecom, regulatory and private arenas since
1993. He holds an honours degree in Physics from the University of Manitoba (1965) and an
honours certificate in Documentary Production (2009) from Algonquin College.
He has experience as a Senior Manager in information systems with a large telecommunications
company, and has direct experience in project planning and coordination; software reengineering;
management of third-party software and contracts; database analysis, design and
implementation; management of software design; and software development methodologies and
tools.
Mr Chatfield has extensive experience in document analysis and Document Type Definition (DTD)
design (since 1993), and has developed and implemented SGML/XML DTDs in a number of
industries. He has excellent communication and organizational skills, and has experience
communicating with corporate professionals at all levels.
He has had multiple papers accepted and published at SGML/XML conferences, International
Conference on Artificial Intelligence, and Technical publications such as ComputerWorld,
TrainingWorld and IBM developerWorks. He has taught multiple SGML/XML courses including:

• 2 day hands-on “Introduction to XML”
• 1-day Manager’s “Technical XML Overview”

He has designed and implemented a number of web sites using HTML, XHTML, XML and XSLT
techniques.
Mr. Chatfield is recently heavily involved in producing film productions including commercials,
educational and promotional DVD’s and historical documentaries. After graduating from Algonquin
College’s Documentary Production in 2009 (Honours, Dean’s List) he worked for
2 years as a Academic Coach for the Documentary Production Program.
Mr. Chatfield is currently active in the establishment and development of the goUBL business
ecosystem to promote the use of the OASIS Universal Business Language (UBL) in North
America. Efforts are underway to interest governments at the local, provincial and federal levels in the importance of using global open standards for e-commerce.
Experience:
GoUBL Business Eco-system
CyberSpace Industries 2000 Inc. is a founding member of the goUBL business eco-system to
promote the use of the OASIS Universal Business Language (UBL) in North America. OASIS UBL
is an internationally-standardized specification for a suite of common business documents
(invoices, purchase orders, waybills, etc.) and a concrete XML syntax (using XSD or RNC) for
expressing those documents in a machine-readable format. It is flexible enough to include your
own business objects and XML syntax as extensions. It is structured in such a way that you can
make your own business documents utilizing a common library of business objects. Currently
working at the local, provincial and federal government levels to use UBL for e-invoicing projects.
Used the goUBL project as the target business in Carleton Universities "Lead to Win" program.
To date have successfully managed the project to the end of phase 2 (of 3 phases).Final
objective is to demonstrate how the project will bring in revenues of over $1M and generate 6
new high tech positions in the Ottawa Carleton region in the next 3 years.
Training City
CyberSpace Industries 2000 Inc. was contracted to "fill in" to teach a "XML – Part 1" 3-day
course when the regular instructor was unable to teach the course.
IBM
CyberSpace Industries 2000 Inc. was contracted to author two overview documents on UBL and
Code Lists for their online developerWorks site.
Crane Softwrights Lts.
Produced a DVD Video of Crane Softwright's 1 week lecture/hands-on course “Practical
Transformation using XSLT and XPath”. This production was over 24 hours of video. The
course covers every element, every attribute and every function of both XSLT and XPath versions
1.0 and 2.0. Crane Softwrights Ltd. has made this production available for sale on DVD and now
online in Udemy.
Centre for Sustainable Watersheds
CyberSpace Industries 2000 Inc. was retained by the Center for Sustainable Watersheds to
analyze an existing old technology web site and construct a new web site based on current
standards.
Algonquin College – Perth Campus
CyberSpace Industries 2000 Inc. was selected by the Perth Campus of Algonquin College to
develop and produce a 20 minute promotional DVD for their unique curriculum, including heritage
masonry and carpentry. The DVD included extensive interviews with staff and students and onsite
videos of shop activities.
DownTown Heritage Perth Business Improvement Area
As part of the BIA Advertising and Promotions committee, managed a project to promote the
Town of Perth as a preferred shopping destination. Products included a promotional display in
the lobby of the National Arts Centre in Ottawa, and a web site shop-heritage-perth.com. The
web site was developed using W3C standard XHTML and CSS and features syndicated news feed
using RSS 2.0, interactive Map facilities, and Dublin Core Metadata.
A DVD produced by CyberSpace Industries 2000 Inc. was the primary content of one of four
winning entries from across Canada selected by CTV Canada AM - winning their “Wake up a
Winner” contest. The Town of Perth received a 2.5 hour live broadcast of CTV’s “Breakfast with
Jeff” program, from the streets of Downtown Heritage Perth.
Mosaid
Provided expert advice in SGML/XML technologies to the Patent Department to evaluate patent
claims.
IDON Technologies/DND
Developed and delivered a custom 1.5 day XML technology introduction for DND Management
and technical staff.
Canadian Medical Association
Delivered a two day hands-on XML workshop to the publishing and IT groups.
Perth Downtown Business Improvement Area (BIA)
Awarded the contract to develop and implement a web site to support the BIA membership in
Perth. The Site was developed using XML and XSLT techniques.
Fleetway Inc.
As a subcontractor to Fleetway Inc. working as part of a team to assist the Department of
National Defense (Navy) in the conversion of technical publications to SGML/XML.
On-Line Learning
Instructor for “XSL Techniques”, a 10 week on-line hands on course covering XML, XPath, XSLT
and XSLFO.
Internet Institute
Developed and delivered a 2 day hands on XML course “XML I: Fundamentals” covering basic
concepts of XML, DTDs, Schemas, Xpath and XSLT. The same material has been delivered in
private venues as The XML Roadmap.
AJJA
Assisted in and delivered a 1 day “Introduction to XML” course. Later expanded the course to a 2
day hands on course.
Lanark Communications Networks
As part of a team, facilitated an e-commerce focus group as part of the kickoff meeting for the
“Connect Ontario” initiative for the Ontario Ministry of Energy, Science and Technology at Senaca
College, Ontario.

Provides technical support on contract for Near & Far Designer (a visual DTD design tool)
NAV Canada
Developed a customized 1/2 day XML seminar related to interchange of data between various
legacy data collection/data-processing systems.
Naval Engineering Testing Establishment (NETE)
Developed a customized 3-day XML training course targeted at the conversion of a class of
technical manuals to comply with the current standard CFTO DTD provided by the department of
National Defense.
Department of Justice
Facilitated the document analysis and DTD design for Canadian Bills, Statutes and Regulations.
House of Commons
Facilitated the document analysis and DTD design for Canadian Hansard and Committee Reports.
DTD design was based on a common tag set with the Department of Justice. In a subsequent
contract, completed analysis for authoring and publishing DTD requirements for regular and
private members bills. Completed work on projects related to the interchange of Bills between
the Department of Justice and the House of Commons.
Completed training House of Commons technical staff in a three day hands-on “Practical
Transformation using XSLT and XPath” course.
Open Text/AJJA
Helped develop an XML course (in XML) called “Introduction to XML – Hands On”, a one-day
overview of XML. This course was subsequently expanded to a 2-day course. The background of
XML, valid and well-formed instances, DTD design, Authoring, and XSL stylesheets are introduced
with hands on exercises.
Microstar Software
Developed a 3-day DTD Analysis and Design Course that utilized the Microstar Near & Far
Designer DTD design tool and their Computer Aided Document Engineering (CADE) methodology.
Delivered this course to international audiences over a several year period.
Department of National Defence.
Project leader for a document analysis of the Low Level Air Defense Technical manuals.
Responsibilities included training project members in CADE technology; facilitating the project
team in the analysis of up to 12 different technical manual types; production of document type
definition (DTD) for each of the manual types; and finally the amalgamation of all DTDs into a
single DND CALS DTD (Version 1.0) to support the merger of all technical documents into a
single electronic format for storage and retrieval of information from CD-ROM technology.
SGML Publishing System for Computing Devices Canada
Project leader for the team responsible for the development of DTDs and FOSIs for the publishing
system for the TCCCS/IRIS communication system. Manuals were constructed from equipment
information captured and stored as SGML encoded data according to a content oriented DND
CALS DTD (Version 1.0)
Document Conversion - IMP Group - Halifax
Project Leader for a pilot project involving the CP140/CP140A Aurora Aircraft technical
documentation to SGML, and subsequent publishing as an electronic document on CD-ROM.
Document Conversion – Loral - Ottawa
Project Leader for a pilot project involving the conversion of a subset of the technical
documentation (AN/UYK-507(V) Data Processing Unit), for a Halifax Class Frigate into an
electronic book browsable on CD-ROM. The projects objectives were to identify problems with
the current version of the DND CALS DTD (Version 1.02A), and to develop metrics and cost
models for conversion of technical documents.
Tag Set Dictionary for the Department of National Defense
Project Leader for a project to develop a preliminary functional specification of the Tag Set
Dictionary Component, and to demonstrate the viability of the specification by constructing a
prototype and performing a detailed analysis of 6 DND DTDs according to methodology
developed in the functional specification. A comprehensive analysis report was generated
detailing a 6-way comparison of the contents of each information component in each of the 6
DTDs. The Tag Set Dictionary design is unique in that it allows DND to manage the content
definitions of the information components in DTDs. It can identify elements used in two DTDs
that differ in any way (such as the default value of an attribute).
Electronic Regulatory Filing for the National Energy Board.
Project Leader for the team responsible for the DTD development for the Electronic Regulatory
Filing (ERF) system. Used a facilitated workshop approach, the CADE Analyze and Design
methodologies and the Near & Far Library/Designer software tools to work with the National
Energy Board; Ontario Energy Board; and the participant companies from across Canada to
analyze the information requirements and develop the DTDs.
Nortel Migration of DMS Documents to SGML
Project Manager for a quality assurance project supporting Nortel migration to SGML publishing.
The primary task was the development and execution of a series of test cases to ensure the
legacy document conversion utilities (Interleaf 5 to Interleaf 5 SGML) developed by third parties
were both SGML and NT DTD compliant.
Major Wall Street Financial Firm- DTD Designer
Responsible for the analysis and design of a suite of DTDs to support the companies’ migration to
SGML based publishing and information distribution internal and external to the company. The
publishing system allows components to be dynamically assembled into multiple information
products and automatic transformation to support standard paper publishing; CD-ROM; on-line
help; and internal publishing in Lotus Notes.

Completed a 30 minute documentary - "Daniel's Journal - History Rewritten"`- about Daniel
Daverne, the secretary / stores keeper in the first military settlement in Canada at Perth Ontario
in 1816. This documentary has been expanded to a trilogy targeted for release during the Perth
bi-centennial celebration in 2016.
Information Technology
Approximately 25 years of experience in Bell Northern Research (Nortel), as a Member of
Scientific Staff, Manager and Senior Manager, in multiple arenas including programming; systems
analysis and design; data base administration; data administration; contingency planning; OEM
contracting; office automation; and integrated circuit manufacturing.
Teaching Assistant – University of Manitoba
Teaching assistant duties in the Physics department. Also worked on the physical construction of
a Curved Crystal Gamma Ray Spectrometer, including the gamma ray lens, Optical Tracking
Systems. and manual handling systems for a 12 Curie radioactive source.

Hugh has recently become interested in street magic. He has performed on the street in front of
his store in Perth, at the Perth Farmers’ Market, Perth’s Stewart Park Festival, the Perth Museum

with various magic demonstrations.
